The Vehicle Speed Sensor (VSS) is a magnetic pick-up sensor that sends a signal to the Powertrain Control Module (PCM) and the speedometer. The sensor measures the rotation of the output shaft on the transaxle and sends an AC voltage signal to the PCM which determines the corresponding vehicle speed. TESTING Disconnect the negative battery cable.

Disengage the wiring harness connector from the VSS. Using a Digital Volt-Ohmmeter (DVOM), measure the resistance (ohmmeter function) between the sensor terminals. If the resistance is 190-250 ohms, the sensor is okay. REMOVAL & INSTALLATION Disconnect the negative battery cable. On a manual transaxle equipped vehicle: Remove the air cleaner assembly.
On a automatic transaxle equipped vehicle: Raise and support the vehicle. Unplug the VSS electrical connector. Remove the speedometer cable (early models only). Remove the retaining bolt from the VSS. Lift the VSS out of the transaxle. Remove the driven gear retainer and the drive gear.
To install: Inspect the O-ring on the sensor and replace if necessary. Install the driven gear and the retainer. Place the VSS into the transaxle.
Tighten the retaining bolt to 43-53 inch lbs. Install the speedo cable (if necessary). Attach the VSS electrical connector. On a manual transaxle equipped vehicle: Install the air cleaner assembly.

The vehicle speed sensor is located on transaxle in behind the engine. Tricky to get at and not an easy replacement. While it is possible the sensor is bad, the more common issue with your Windstar is the speedometer itself. You should have it properly diagnosed before replacing parts.
If the speedometer is the defect you will need to replace the instrument panel as an assembly. Using parts from a recycler will often result with another bad speedometer as it is a very common problem. Some aftermarket auto supply may be able to get you a rebuilt unit. Manual transmission The vehicle speed sensor (speedometer gear), which is located on the transaxle, serves as the manual transaxle's dipstick. Park the car on a level surface, turn the engine OFF and apply the parking brake. Locate the speedometer cable assembly where it enters the transaxle. Unplug the electrical connection from the vehicle speed sensor (speedometer gear). Disconnect the speedometer cable from the speed sensor.

The Vehicle Speed Sensor is located on transaxle, at the rear of the engine. I would check the harness connector to be sure it is clean and connected tightly.
Also check the wiring for cuts and chaffing. Since it is fairly inexpensive, only about $42.00 from Ford, you may want to consider replacing it, at least to eliminate it as a possibility. You may want to go to a muffler shop to have this done like speedy, I believe the flex pipe needs to be undone to get to the VVS.
