You did not say what kind of acceptor but three flashes often mean a bad sensor in the unit. Another possibility is that it is disabled from the vendor.
Check that all the columns have returned to home position if it is a bag vendor. If it is a pop machine then take off the metal cover over the vend motors and CAREFULLY push down on the microswitches to see if the motors run. Pop may fall out as you do this so watch for it. After running all the motors or homing out all the columns try you machine again. You will probably have to get the bill acceptor fixed though.
